Who determines who's the best?
Google puts the websites that comply with their algorithm first.  Portions of this mysterious algorithm includes relevant content, blogs, pictures, video, meta tags, positive reviews, mobile friendly sites, favicons, backlinks, etc., etc., etc...

Larger cities and more competitive industries can take as long as 12-18 months to fully optimize.  For example, a window washing company in Flagstaff will optimize much sooner than a personal injury attorney in Los Angeles.
